Perhaps the most difficult aspect of constructing a multi-criteria index or score is that of choosing weights for the components. Any weights chosen subjectively by ‘experts’ are bound to be controversial. I shall present a non-subjective method which avoids this problem. The first step is to find individual weights which are most beneficial for each entity being assessed; this leads to scores which are ‘optimal’ for each entity.
The second step is to find a common set of weights in a fair way such that the scores remain close to the previously found optimal scores.
